KiFAS Explained: Who Qualifies for Kindergarten Fee Assistance in Singapore

Nov 03, 2026

Kindergarten is one of the most meaningful milestones in a child’s early years, but for many Singapore families, the fees can feel like a real barrier. That is exactly why the government introduced KiFAS, the Kindergarten Fee Assistance Scheme, which exists to make sure that no child misses out on quality kindergarten education simply because of financial constraints. Whether your household earns a modest income or sits comfortably in the middle, there is a good chance KiFAS can meaningfully reduce what you pay each month. This article walks you through everything you need to know about KiFAS, from the core eligibility criteria and subsidy amounts to the application process and a look at the changes coming in 2027, so you can make the most of every dollar of support available to your family.

What Is KiFAS?

KiFAS stands for Kindergarten Financial Assistance Scheme. It is a government subsidy designed to ensure that no Singapore family is priced out of kindergarten education. It is a means-tested subsidy for families with household incomes within the qualifying income ceiling whose children are enrolled in half-day kindergartens run by Anchor Operators and the Ministry of Education (MOE). Unlike some other government support schemes, KiFAS is remarkably accessible. KiFAS applies to kindergarten programmes, and crucially, it does not require the mother to be employed. If you are a single-income family or a stay-at-home parent, you can still receive kindergarten fee assistance. That alone makes it one of the more parent-friendly subsidies in Singapore’s early childhood support system.

The KiFAS subsidies are paid directly to the kindergarten, and parents are only required to pay the programme fees net of subsidies. This means you never need to claim money back or manage reimbursements. The reduction simply appears on your monthly invoice, making it as seamless as possible for busy families to benefit from.

Who Qualifies for KiFAS?

To qualify for KiFAS, your child must be a Singapore Citizen, must be enrolled at an Anchor Operator (AOP) or Ministry of Education (MOE) kindergarten, and your family’s monthly gross household income must be $12,000 or less, or per capita income must be $3,000 or less for households with five or more members. These three conditions must all be met at the same time.

The per capita income (PCI) route is particularly helpful for larger families. The per capita income is calculated by dividing the total gross monthly household income by the number of family members living in the same household. For example, if your household earns $13,500 a month but you have two parents, three children, and a grandparent living together, that is six people, giving a PCI of $2,250, which is well within the $3,000 ceiling. This makes the PCI pathway one worth calculating carefully if your household is large.

It is also worth understanding what counts as household income. For salaried employees, gross monthly income is computed based on average income over the preceding 12-month period, before CPF deduction, and including bonuses, commissions, overtime pay, and allowances. For self-employed persons, gross monthly income is computed based on the annual trade income from their latest IRAS Notice of Assessment, divided by 12. Both parents’ incomes are factored into the calculation, so it is the combined household figure that matters, not individual earnings alone.

Which Kindergartens Are Eligible?

KiFAS applies at MOE Kindergartens and ECDA-licensed kindergartens under Anchor Operators, such as PCF Sparkletots K1 and K2, and My First Skool.Anchor Operator (AOP) kindergartens are the big providers whose fees are government-capped, including PCF Sparkletots, My First Skool (NTUC First Campus), M.Y World, Skool4Kidz, and E-Bridge (EtonHouse). These kindergartens are distributed widely across Singapore, making access convenient for most families regardless of where they live.

Children enrolled in private kindergartens are not eligible for KiFAS subsidies. This is an important distinction for parents who are weighing their options. If your child attends or is about to attend a private or international preschool, KiFAS will not apply, and you would be paying market-rate fees. For families who are eligible and value government-subsidised quality programmes, Anchor Operator kindergartens are required to charge no more than $160 per month for half-day kindergarten to ensure affordability, and must meet ECDA’s quality requirements.

How Much Can You Receive?

This scheme provides a means-tested subsidy, ranging from $21 to $170, to help low and middle-income families with kindergarten fees. The minimum co-payment amount is the minimum amount of programme fees that you are required to pay after KiFAS subsidies, and the amount increases progressively as your household or per capita income rises. In practice, the lower your household income, the higher your subsidy and the less you pay out of pocket.

At the lowest income tier, the subsidy is most generous. If your child is a Singapore Citizen in the kindergarten programme at an AOP kindergarten and your family’s gross monthly household income is $3,000 and below, you are eligible for a maximum KiFAS subsidy of $163 with a minimum co-payment of $1. At the top of the qualifying range, subsidies go up to $163 a month for households earning $3,000 or less, reducing to $19 a month for households earning $10,501 to $12,000. Even at that upper band, the annual savings can still add up meaningfully over a two-year K1 to K2 journey.

The amount shown in published tables is an estimate, and the actual subsidy will be determined based on verified details, such as income. Always use official ECDA resources or speak to your child’s kindergarten to get an accurate figure for your specific situation.

The KiFAS Start-Up Grant (SUG)

Beyond the monthly subsidy, lower-income families can access an additional layer of one-time support. KiFAS also provides an annual KiFAS Start-Up Grant (SUG) to assist low-income families with initial costs. The Start-Up Grant is a yearly grant provided to cover the initial costs of enrolling a child in a kindergarten, such as registration fee, deposit, school uniform, insurance, education material fee, and supplementary fee. It is capped at $240 (inclusive of GST if the kindergarten is GST-registered).

Not every KiFAS recipient automatically qualifies for the SUG. To apply for the KiFAS SUG, your child must be a Singapore Citizen enrolled at an AOP or MOE kindergarten, and your family’s gross monthly household income must be $1,900 or less, or per capita income must be $650 or less. If your family meets these criteria, the SUG can help absorb those upfront costs that often catch parents off-guard at the start of the school year.

How to Apply for KiFAS

The application process is straightforward and parent-friendly. You apply for KiFAS directly through your child’s kindergarten, not through a government portal. The centre provides the KiFAS application form, you submit income documents, and the kindergarten sends everything to ECDA or MOE for processing. Here is a step-by-step overview of what to expect:

  1. Enrol your child – Enrol at an eligible AOP or MOE kindergarten. The KiFAS application process begins at enrolment, so flag your intention to apply from day one.
  2. Request the form – Complete the KiFAS Application Form (KF1) with the relevant supporting documents and submit it to ECDA through your child’s kindergarten.
  3. Prepare your income documents – Submit supporting documents, including the latest one to three months of payslips for all working household members, or the most recent IRAS Notice of Assessment for self-employed individuals.
  4. Await processing – The kindergarten will assist you with the KiFAS application at the point of your child’s enrolment. Approval notifications are typically received within a few weeks.
  5. Annual reassessment – You will need to resubmit income documents each year for reassessment. If your income changes significantly, inform the school so your tier can be updated promptly.

One practical tip: apply as early as possible. Processing takes time, and subsidies generally apply from the point of approval rather than being fully backdated to enrolment. Getting your paperwork in order before or at the moment of enrolment ensures you do not miss out on any entitled subsidy months.

Special Circumstances and Edge Cases

Singapore’s KiFAS framework makes thoughtful provisions for families in non-standard situations. Families who are tenants of a rental flat under the HDB’s Public Rental Scheme or are beneficiaries of ComCare Short-to-Medium-Term or Long-Term Assistance will be eligible for maximum KiFAS subsidies under Special Approval until the next fixed point of subsidy assessment. This means the most vulnerable households do not need to go through the usual income verification process and receive the highest level of support automatically.

For non-parent caregivers, there is also a pathway available. If you are a non-parent caregiver such as a legal guardian, guardian, or head of a children’s home caring for a Singapore Citizen child enrolled at an AOP or MOE kindergarten, you can apply to receive KiFAS subsidy on a time-limited basis. However, foster parents who are already receiving a fostering allowance from the Ministry of Social and Family Development are not eligible for KiFAS subsidies.

There is also a key attendance condition to be mindful of. Your child must attend kindergarten for at least one day in the month to be eligible for the KiFAS subsidies for that month. This is rarely an issue for regularly attending children, but worth noting if your child takes an extended absence.

Upcoming Changes in 2027

If your household income currently sits just above the qualifying ceiling, good news may be on the horizon. From 1 January 2027, the gross monthly household income ceiling for KiFAS will rise from $12,000 to $15,000.The per capita income threshold for larger families will also rise to $3,400 per capita. The government has indicated this will benefit more than 60,000 lower- and middle-income families with young children. If you have been just over the current ceiling, it is worth marking the date and checking your eligibility again from January 2027.

Preparing Your Child Before Kindergarten

Financial planning is only one part of preparing your child for kindergarten. The years before formal schooling, particularly the infant, toddler, and preschool stages, are when the most critical foundations in language, cognitive development, and social-emotional learning are built. Research consistently shows that children who enter kindergarten with strong early learning foundations make smoother, more confident transitions into formal education.

At The Music Scientist, we believe that the best preparation for kindergarten begins in those earliest years, long before the K1 classroom door opens. Our programmes use music, movement, and sensory play as powerful tools to nurture the very skills that help children thrive at school. For babies and young infants, our Tenderfeet programme builds sensory awareness and early bonding through music. As children grow into their toddler years, Happyfeet and Groovers introduce rhythm, movement, and imaginative play to support motor development and early communication skills.

For preschoolers approaching the K1 milestone, our Scouts programme weaves early science concepts into catchy melodies, and our dedicated SMART-START English and SMART-START Chinese preschool readiness programmes are specifically designed to prepare children for the transition into kindergarten. From literacy and numeracy concepts to classroom routines and confidence-building, these programmes give children a meaningful head start during the window when it matters most.

Making the Most of Early Childhood Support in Singapore

KiFAS is one of Singapore’s most accessible and impactful government subsidies for families with young children. KiFAS is one of the most straightforward, high-value subsidies available to Singapore parents. It does not require a working mother, it stacks with other grants, and it can turn an intimidating fee schedule into something very manageable. Whether your household income sits near the ceiling or well below it, there is almost certainly a subsidy tier that applies to your family, and the application process is designed to be as simple as possible through your child’s kindergarten.

Beyond the financial side, remember that the years leading up to kindergarten are just as important as kindergarten itself. The enrichment, habits, and confidence your child builds before entering K1 will shape how they experience every milestone that follows. When financial support like KiFAS is in place, you can invest that headspace and energy into what truly matters: your child’s growth, curiosity, and love of learning.
